History of Lido Sands Community Association

Lido Sands Community Association was formally established in late 1956 as an 82-home tract near the western end of Newport Beach. Tract 3162 was originally part of the Banning property on the coastal side of Pacific Coast Highway, steps away from the beach between 47 th and 56 th streets.

The Lido Sands development was conceived by the architect partnership of A. Quincy Jones and Frederick Emmons and it was built by the partnership of Irving C. Jordan and Nels G. Severin all working together to create “America’s finest planned beach community”. All 82 homes were purchased well ahead of completion by the likes of highly successful executives, entertainers, inventors and even well respected architects and builders as Jones, Emmons, Jordan and Severin purchased Lido Sands homes for themselves. Their efforts resulted in National Design and Building awards related to Lido Sands for the year 1958.

Jones-Emmons were renowned for their post-war modernist urban planning style that would become the trend throughout California in the early 1960s and become a part of the “California lifestyle”. They were pioneers of the outdoor oriented open architect design which brought the outside in, and one of the first architects to incorporate the use of greenbelts into tract home developments. A few years after designing Lido Sands, A. Quincy Jones was hired by William Pereira as a planning partner to develop the city of Irvine, which has since become the national model for the integration of greenbelts into urban development.

Three different Lido Sands home layouts all featured high ceilings, post-and-beam construction with floor-to-ceiling glass windows that looked out to garden area patios. The patios all lead to the Estrada, which is the landscaped walkway between the two rows of homes allowing direct access to neighbor homes off the street and leads to the community pool and recreation area at the eastern end of the tract. The Estrada originally featured gas-lanterns to light the way at night.

Tract 3162 Subdivision was tentatively approved by the city of Newport Beach Planning Commission in November of 1956 and was incorporated as Newport Sands Community Association on December 21 st, 1956. The community was incorporated in order to manage the recreation center and private streets. On April 18, 1957 the name was changed to Lido Sands Community Association.

Originally on a 25-year land lease, Banning extended the lease until 1984 when it then sold Tract 3162, making lots available for purchase to the LSCA homeowners. On October 17 th, 1984 title for the Recreation Center and the private streets were transferred to Lido Sands Community Association.

1950’s

1956 – City of Newport Beach Planning Commission tentatively approves Jordan & Severin’s application for Tract 3162 Subdivision (Nov)

1956 – “Newport Sands Community Association” encompassing Tract 3162 is incorporated (12/21/56)

1957 – Name changed to “Lido Sands Community Association” (4/18/57)

1957 – Directors of LSCA hold first official Board meeting (7/25/57)

1957 – Banning grants easement to Pacific Telephone and Telegraph Company for utility poles and lines

1957 – Lido Sands Community pool completed (Aug)

1957 – Construction of 82 Jones/Emmons-designed houses and pavement of streets completed (Oct)

1958 – Irving Jordan receives the 1958 National Design Award for Lido Sands from National Association of Home Builders

1958 – LSCA By-Laws amended to allow for open nominations from the floor (5/10/58)

1959 – LSCA Board formally adopts Architectural Committee recommendations which established minimum Improvement Standards and Building Guides for LSCA

1960’s

1963 – Pacific Electric Red Car rail tracks removed from inland side of Seashore Drive (last used in 1962)

1963 – California Highway Commission adopts resolution for Coastal Freeway adjacent to Lido Sands

1964 – To prevent head on collision, street islands are installed at Lido Sands entryways

1965 – N. B. City Council passes resolution to formally oppose Coastal Freeway

1966 – City of Newport Beach installs street lights in West Newport

1966 – CalTrans purchases bluff land across PCH from Lido Sands for construction of Coastal Freeway

1967 – Winter storms erodes West Newport beaches to houses requiring emergency transport of sand

1968 – U.S. Army Corps of Engineers begin construction of rock jetties along West Newport beaches

1968 – Ground Lease executed between LSCA and BEECO, Ltd. for LSCA common areas

1969 – Underground lines are installed in streets to make cable television available to West Newport

1970’s

1970 – Newport Beach Police Helicopter begins service

1971 – Newport Beach citizen voters formally reject Coastal Freeway

1971 – LSCA Board eliminates rule requiring women to wear bathing caps in Lido Sands pool

1971 – City of Newport Beach bans dogs from the beach

1972 – Sequoia Pacific builds 54-unit Las Brisas Apartments between River and Seashore at 55 th Street

1973 – Lido Sands land zoning is changed from Commercial (C-1) to Residential (R-1)

1974 – Balboa Blvd is widened adjacent to Rec Center and traffic signal is installed at River Avenue

1975 – First assessment increase approved by Lido Sands homeowners from $10 to $15/mo/house

1975 – Gas Estrada lamps replaced with low-voltage lighting

1977 – PCH widened adding curbs, bike lanes, razing commercial building at 58 th Street (“Buzzy Burger”)

1977 – Pacific Electric right-of-way is developed into West NB Park from 56 th St to River Jetty

1980’s

1980 – LSCA By-Laws amended for technical changes to eliminate outdated language

1981 – Renovation of Rec Center: Planters, hard-scape and sod installed in place of existing sand

1982 – Major asphalt repairs made to streets to fix tree root damage and water erosion

1984 – Tract 3162 land is sold by Banning: lots made available for purchase by homeowners

1984 – Common areas of Tract 3162 transferred to LSCA subject to Covenants, Conditions & Restrictions

1985 – Bruce Crescent street name is formally changed to Lido Sands Drive

1985 – California enacts Davis-Stirling Common Interest Development Act which governs LSCA

1986 – “Eddie’s Tree” planted at the Rec Center in recognition of good neighbor Ed Collins

1986 – Renovation of Triangle Shopping Center completed: gas station replaced with Jack-In-The-Box

1989 – Rec Center sound wall is completed which was funded by member-approved special assessment

1990’s

1990 – City of Newport Beach & CalTrans complete PCH sound wall spanning entire length of Lido Sands

1991 – LSCA initiates efforts to coordinate undergrounding of utilities with the City of NB

1993 – LSCA completes first Reserve Study for Lido Sands long-term assets

1995 – Personalized tiles are installed at Rec Center as fund-raiser for playground equipment

1997 – Re-paving & re-curbing of Lido Sands Drive, JoAnne Place and Caryl Court completed

1998 – Taylor-Woodrow presents LSCA plans for development of Banning Ranch (bluffs across PCH)

2000’s

2000 – Street gates installed at both ends of Lido Sands Drive and at JoAnne Place

2001 – 15-acre parcel in bluffs (“Sunset Ridge”) is transferred to CA Dept of Parks for future park use

2002 Filter system and concrete decking of Lido Sands pool is replaced

2003 – Pedestrian Estrada gates installed at both ends of Estradas adjacent to Caryl Court

2003 – Solar heating system is installed for Lido Sands pool

2004 – Property owners in West Newport formerly approve installation of underground utilities

2005 – More personalized tiles are installed at Rec Center to raise funds for playground equipment

2006 – Rec Center renovated: original court & playground equipment replaced, new grass installed

2007 – Perimeter lighting installed at Recreation Center & wrought iron extensions installed on top of original block walls

2008 - Utility lines in West Newport placed underground, and telephone poles removed

2008 - Electronic access gates installed at Recreation Center
